Is the "Th" sound hard for speakers of European languages that don't have it?

I know for example speakers of: French, Polish, Hungarian, Russian, Italian, etc. don’t have “Th” in their phonology. So does that make it difficult for native speakers of those languages to pronounce? How is it transliterated if it is non existent in their alphabet?
